PT Expiring Care Plans Reopen after Closing

What is the expected behavior for this feature?

• Acute Care Plan generates the Expiring Care Plan to close workflow. 
• The Expiring Care Plan workflows will stay closed after it is viewed and closed.

Actual Behavior

• After the Expiring Care Plan workflow is closed, it repopulates and continues to repopulate until the expiration date of the Care Plan.
